Like in New Vegas, there's that quest with the ghouls launching themselves into space for a reason I don’t remember (which is cool); the quest where you can burn all the NCR troops around a unique solar ray station; a whole village of super mutants who aren’t hostile to you; the Thorn and its questline; running through mine fields for the Boomers and maybe more that I could recall if given more time.
In Avowed there were just two unique quests I think the second I already forgot but another one well written is about guy who lied in his past and that lie turned him into a hero but it came in price.
As for the NPCs of New Vegas there is so much I could tell I'll just say the very first location tells how much of writing was put into the game from Pete to Sunny Smiles and the first encounter of Victor. While Avowed barely succeeds in player to care about 4 companions he's surrounded with.
I just don’t think they’ll be able to pull it off. If they try to make Fallout: New Vegas 2, it’ll likely end up worse. As for The Outer Worlds 2, let’s just hope it turns out to be a fun experience like any good immersive sim. From the trailers, it seems like the game will focus on immersive features first, with the story being somewhere down the list.
