It says "ice defense penetration".
But the explaination says my stone damage reduces ice defense.
Does that mean i need to deal stone damage to get this defense reduction for ice?

It's flavor text glitch that has been around almost since the beginning , we reported it over and over again to no avail. You can ignore it and be sure that Ice Defense Penetration does exactly that: increases Ice damage and chill status accumulation
