It does makes sense that he is a zoner, spammer, flier, hit-and-run, with mix-ups combo. It is a dreadful combination but fitting for a man who, allegedly, is two-faced.
I had no problem with the him (first try in NG) until NG+ where i tried to study his moves and patterns. It was just dreadful.....
Nothing im afraid. But if you have Venom Snare on him, it will cancel out his lightning balls because of the poison cloud.
Yes, I have watched a vid about Venom Snare and build. Currently my stats are focused on Earth and Wood. I shall try to move some Earth and Wood points to Metal without going into Agility C.

There is a low metal spell that let you throw a projectile that spread into multiple poison bogs. These bogs block all lightning wave as long as you stay in the middle of it.
Not perfect but better than nothing.
Edit: In Nioh 2, you can use Shurikens to bring down the flying boss who uses rifles - guess no such option in WL ;P
Not much i believe. I have read somewhere that there is a soft cap at 30. It seems like the game wants you to spread your stats.
My weapons usually have Wood and Water scaling so i invest in both of them evenly like 40-40 or 50-50 while putting the rest in the Fire, Earth, and Metal for some spells.
