Report a translation problem
I tried disabling the 1-15 and tried 16-23 with the same results. It lowered temps to the 80's but it was choppy AF
Normally I wouldn't see those temps unless my CPU is getting hit with 100% usage.

Not entirely correct. For cooling short bursts of high temps air cooling is better, but long duration heat dissipation you will want water cooling. Reason is due to heat saturation within the case. Which water cooling isn't really effected by. Exception is an open air case of course lol.
Overclocking is a silly idea in general......
So I think the same as OP? My load gets to 25% while streaming and temps don't surpass 61c. I'm not sure what is going on with you OP, did you OC?
