Download always fails / corrupts at 99.9%

Have tried to install the game multiple times now, but it always fails / corrupts at 99.9%. I haven't gotten this issue with ANY other game. I've cleared my Steam download cache but that didn't fix the issue.

Is anyone else seeing this issue? Any idea how to fix it?

Fixed. Just in case anyone else runs into this issue, here is what I died to "fix" it:
1) Fully Exit Steam
2) Relaunch Steam (I launched Administrator mode just in case)
3) Resume the download
4) Pause the download again
5) Unpause the download
6) The game finished installing

This might've just been a fluke; can't promise that it will work for others.
