Search for new marked quests and activate/download them.
Then you get a new option for event quests at your normal quest giver.
I have tried that many times, every time i try it says "there are no new quest to download" tried to reset the game by deleting game files and having steam fix them by re downloading but nope completely lost all access of master rank quest.
Did you by any chance disable the Sunbreak addon?
it is not a Capcom issue, but more likely a DRM issue. Therefore your approach was correct and that is why re-registering DLCs or just a internet connection reset which grants you a new IP can help.

Make the relevant file read-only - otherwise the game will delete and redownload them at every start, regardless if it needs to or not. You just need to update those files whenever there is a new version of the game. Once per week at maximum.
Lmao i got frustrated and went to the nexus for a fix and found that same "mod", they didn't specify to update once a week but i will do that, thanks and if its a DRM issue then it is capcom's issue since they are the ones that chose to use that DRM. They need to fix that with the DRM company or whoever it is. Anyway thanks dudes for trying to help. I have a good record of not running into any major bugs and ran into this persistent one and it was driving me crazy.
Not really sure how a drm issue can be caused since the only source for validating a drm can be between steam and mhr.
Maybe try do clear steam download cache (a button in the steam settings) but that just a blind bet, out of ideas and good luck.

At the start of every game, the game starts with deleting the event quest files, before it downloads the fresh ones.
You can tell that from checking the pdlc folder with your local files. Whenever you are missing the event quests, those files are either missing or listed with 0KB, like an aborted download.
As long as you start Steam and the game as administrator, you can be 90% sure that it is no permission issue, and any download triggered by the game or Steam can be written correctly on your storage.
And since it worked before for all affected, it means it has to be a difference in connection, as no one experience the issue e.g. if you start the game multiple times within an hour.
It mostly happens from one day to another where either the internet connection of your household differs, or the network devices in need of maintenance - sometimes nothing more than a simple reboot.
While the suspicion it could be something with the source is a legit thought at first, it could not be confirmed. Some people have had success by changing their Steam download region. The majority of affected people could not see an effect.
Hence it is more likely a matter at the client's end.
OK but then how come consoles don't run into this issue? The switch version doesn't have this problem. If it was a connection issue then they should have the same issue. If it is a connection issue then the up coming release of the other console ports would have the same issue with downloading the event quest. Unless it works different with consoles. Honestly I'm at a lost here with this bug. Reason why I have problem with your hypothesis is because the game downloads the other quests fine(I would like to point out that the risen shagaru magala quest notice that you get at the beginning of the game didn't appear until the 1st time that I managed to fix the issue but i had done the risen quest before that NEW SHINY MONSTER NOTICE WHEN THE GAME !ST LOADS YOU IN KAMURA OR ELGADO), I have access to the all the new monsters added(returning ones IK) and the risen ones that have been added to the game. you could argue that it might be a different package than the event quest but I would figure this issue would affect those quests too if it was a DRM issue as you mentioned before. Seems so weird that Capcom or Steam doesn't try to help or address this bug since I think its on their end and not our end. I have a decent internet connection in Texas and have I believe Dallas as my download server. I know that I sound like a Luddite for having a hard time understanding your point but please see it on our end where we now have to resort to a "mod" to fix something that appears to be a bit simple if its a failed download or corrupted files that steam should be able to validate and fix. I could see it happening to someone that has a really slow or poor connection that the server might time out or not be able to complete the download properly that could cause corruption of said files but when you have 500mbps download and 100mbps upload with a wired connection I really shouldn't have this problem unless the Steam server have temporary internet connection issues. But hey what do I know I'm at amateur at this stuff. Any way happy hunting I guess.
It works different on consoles. Simple as that.
They are awfull to read and an unpleasant to respond to.
So usually you get a undesired answer from it, no matter what you write.
As for suggestions:
Running Steam as administrator can solve a lot of problems but it can also create a lot of problems when you try to run steam without it later on.
So make sure the pdlc folder and all the files in it have read/write permission for everyone and not just the administrator.
