Mouse controls stop working when i host a lobby

that's basically it, mouse stops moving the camera and i don' get to click on any menu related items. even if quit to main menu the issue is still there and i have to reset the game everytime and let my friend host. keyboard still works though and i feel like the game thinks i'm using a controller, instead of clicking on menus i need to use wasd to navigate them and i haven't found anyone with this issue elsewhere. what to do?

forgot to mention it only happens when someone enters the lobby, game stutters for a bit and it happens
