Might be a glitch. I remember faintly another thread in which a player mentioned it got miracelly solved by a simple PC restart.
I recommend two approaches
a) check if something changes when you change the voice over language from the main menu
b) go through character creation quit the game midgame and see if it fixes the glitch next time you start your PC
Hm... assuming you checked which sound output the game uses, which sound mode it is using, and whether all the other sounds and BGM are working fine ~ I would be out of ideas.
My natural suspicion would be that the game does set something as default as sound output which you have not on your screen - like something where you set it to stereo but you actually have mono, and you cannot hear half of what is put out. But I assume you checked that thoroughly before posting.
OKAY. Finally after messing with everything sound related including disabling and enabling every sound setting/device in Windows, I found that the voices work now that I have... unplugged my mouse. Thank you for taking the time to help! XD
