achievements bugged?
almost done with base game, did all monster hunt quest for both village and hub but didn't get any achievements except for one

Sounds like you didnt do all Quests for the Village and Hub. Have you been doing Sidequests from NPCs? I think a few give Quests.

You also need to do each unique rampage to unlock their respective High rank quests.
By unique I mean their Apex predator. You need to do misutzune, Diablos, Rathalos, Rathian and Zinogre. Once those are done and their HR Quests, you will get a final HR Quest with 3 Apexes.
