Well, that second part of what you wrote makes no sense. Try again.
So I had a few mods previously before sunbreak released. Now i've had issues in the past where old mods conflict with updates or expansions but sometimes things worked fine still. So I tried launching the game and made it to a splash screen that said compiling shaders then the game crashed.
So I decided it would be best to get rid of the mods but since I couldn't remember what files were mods and honestly was feeling lazy. I opened the local files for the game and selected everything there and hit delete. Then I went back to steam and told it to verify files once it basically redownloaded and installed everything I was able to make it to the main menu. There I clicked Continue and the game allowed me to select my old character. Once I did however I got stuck in the loading screen for over 10 minutes before I closed the game using CAD. I have tried this 3 times now and have yet to make it past that screen.
If you did as you describe, then it is more likely a shaders or Media Player issue.
Otherwise I would suspect that there are still files which do not belong there. Something like "Fluffy readding stuff".

Post Scriptum
If you used mods which influenced your save game, you would need them afterwards again. Otherwise your save game might become unusable.
