MONSTER HUNTER RISE Crashing at Startup *SOLVED*
Hello,
I've been trying to fix my game for some time now. Whenever the game is launched, it will crash when the Capcom Logo will appear. I have tried many methods to fix this problem, such as Updating drivers, Updating Windows, Giving administration to both steam and MHR, re-install/updating direct x 12 (From Mircosoft), updating C++ files, and Changing between windows 7 and 8 (In the properties of MHR), Validated Files, and Removed and re-installed Shader cache. I am not sure what is causing the game to crash, it's very frustrating. Hopefully, this new discussion post can help me solve this issue. Also, I don't have any mods installed including shader mods. Please ask me any questions or ask for any clarification, thank you.

What are your system specs?
Have you ever used mods? If yes, remove those. Keep in mind uninstalling the game will not remove mod files.

MINIMUM:
Requires a 64-bit processor and operating system
OS: Windows 10 (64-bit)

Without a 64Bit OS the game would not even attempt to start. As OP is getting to the Capcom logo they evidently have a 64Bit OS that is able to run 64Bit applications.

I have an AMD CPU and the game runs great.

I do have windows 10.
specs are:
-Intel Core i7-7700
-CPU 3.60 GHZ
-16.0 GB of RAM
-64 bit operating system, x64 based processor
-NIVIDIA GeForce GTX 1060 3GB
-1920 x 1080, 60Hz Monitor
I haven't used any mods in this game.

I felt as if the dlc had some kind of effect, preventing me from launching it. I don't have the dlc so i doubt it.

Make sure you have all updates installed for Windows 10.
What video driver version is installed for your 1060?

The latest available driver for your card is 516.59

Which not only includes optimizations for Monster Hunter Rise Sunbreak, but can also fix a crash on Startup.

As you technically have Sunbreak installed, there is only one game version for all players, this is something you can't ignore.

Windows is fully up to date. Drivers are fully up to date at version 516.59 as well.

Do you have a dinput8.dll in your game folder?

did you delete the folder on steam for clean reinstal? then remain for like 1min to 5min for compiling shader progress bar

An option in the steam properties to clear all download caches? if that is what you are referring to, I have done that.

from reddit... they delete the mHR folder on steam... the proceed to reinstall the game again and they said it works, given that you already installed all necessary drivers
