You press directional buttons and choose a different color. Then you use your confirm button to confirm the choice.

I don't think you can change it after creating the character, make a new character if that's the case.

You can change it if you go inside the room with the fat dude in the middle and then upstairs where the 2 smithing dudes are. Then, in the corner of the room you can change your appearance.

You can technically change skin tone mid game, however, I think it is locked behind the main character creator accessible either in the beginning of the game or via PAID character edit tickets. Basic things like hairstyles are always changeable, though. Think about it like the characteristics you can change regularly in real life versus what you are born with. If you are thinking surgery could do it, well that is your paid character edit.

Personally, those micro-transactions aren't worth it. If you are still new in the save or it really bothers you, probably better just to start over.
