How to get higher HR?

I played through the story, and I’m HR2, so the story missions do not raise the rank.

It seems like the hub quests are the only ones who give you higher rank? Do you always rank up when you finnish the key quests, usually 5 on each rank? Does 1 rampage quest / mission give you 1 hr more?

Yes hub quests, and the ones that you see with stars (i think), which you need to clear, before there will be an urgent quest for progressing.

No, hunter rank is for hub quests only, like it traditionally used to be in older games. And until you beat the "final boss" of high rank your HR will stay locked and tied to your standard quest rank progression, ex: if you are at 5 star quests, you are HR 5.
