Capcom recently released a patch where you can no longer accept unauthorized (modded) investigation quests in-game, and the game will also notify you when you joined one. So no need to worry much about this issue.
(Although I have never met such situation so no idea how viable is this patch)
And OP, this is honestly the easiest way if you don't wanna pull your hair out with the RNG, or otherwise grind lower level investigations up: just install the anomaly investigation editor mod, and generate the investigations you need, and set their level to what you need them at
I mean I could give you one if you want. Let me know when your available.
get your highest investigation, listen to some music/radio/podcast whatever and chill gathering until the message that you can't get more investigations pops up then return from the quest
So with this logic, snake your way downwards and you will eventually get some A2's and A1's. I got a few A2's, but I haven't gotten much luck other than a LVL100+ Lagombi.
