How to unlock Rainbow Pigment - tried completing absolutely everything in Village?

Pictures, side quests - every kind of rampage. It just won't unlock? I rarely ever Google to avoid cheapening any challenge and forcing myself to learn from the world/lore/mechanic, but I'm feeling it is necessary here - nothing seems to offer this rewards. Maybe it's absent as a change from all their other titles, odd when it was always one of the ultimate and cool rewards?
