Its only effective at the initial start. In progress has no effect afaik.

The benefits at least if I understand them correctly is that it lowers a Monster's HP by 10%? And in older titles and World it had a very very small chance to cause a monster to spawn with 1hp and all parts broken. I only ever saw this personally 1 time in World with a Rathalos. Saw it in GU with a Basarios.

No, this skill does not work in multiplayer unless you are hosting, and even still, not on all monsters and it doesn't guarantee the weakest possible iteration the game can generate.
