Report a translation problem
I just tested this on OP's behalf. I'm not noticing any change, unless it is requiring me to reset the game or something. Actually, I'll try that real quick and see if that is what is needed.
Yeah, I just gave it a second test. Still super bright even with hit effects set to "Less" Least when using an elemental weapon. While it did reduce the effect for elementless weapons, it was not by much, mostly just reducing the radius of the effect by roughly half.

Thank you for testing this, I turned the hit effects down just last night myself and thought I was crazy for thinking they were still pretty up there with their flashiness. It is mildly better, but when you have more than two people in a hunt it still gets a little overwhelming until you adjust.
