Also I understand your confusion: The minimum is 1030, but a 1030 is like...actual garbage compared to a 970. When it comes to graphics cards, pay more attention to the last two numbers. The first one or two numbers is just the generation. A 970 outperforms a 1030 by a huge amount. Granted the generational gap does become a factor over time, like a 690 is completely stomped on by a 970.

This as well. It's sad that I have to be reminded that some games are nice enough to have demos nowadays. If you're really unsure, just install the free demo and check your performance. I will say, however, that the game's cutscenes (and main menu) are locked at 30 FPS, and RE engine will stutter a bit initially on game launch on older machines because of how it handles textures. Don't freak out if you see slightly stuttering 30 FPS when you first boot it.
Regarding CPU, I got 2700X and got no issue with load times either. The 2700X is notoriously bad for gaming in comparison to newer cpus. You should have no problem
