You can use mods to make all the quests available again though.
REFramework > Quest Loader > Event Quests mod.
Had a similar experience with MHWorld and thought it was the same.
In MHWorld, the event quests were always stored in the online server, while MHRise returned more to older games by making users download the quests into their devices (or this case, Steam accounts). This made it possible to play those quests even after the game servers were shut down on the older games.
This really wasn't explained all that well in the game, or announcement itself as far as I recall.
