Is online multiplayer Join requests region locked?

Like the title says. Is the online multiplayer region locked? Cause every time i start a quest with Join settings nobody joins midquest. But when a friend hosts the quest and does the same thing with the same quest we get more members in the party after a minute or two.

Yes, it's kinda region locked when it comes to multiplayer. Change the download server to somewhere more busy if you're outside the US or Japan. Those two are the most crowded servers.

Yes and if my theory isn't wrong, the lobbies set as 'same language only' will deny you (or can't be seen at all) if your game language is different, so you will still have less option to choose from.

How can I change the download server? I'm from Italy and I can't find quests. With the Switch version after 2 second I join a quest

Open Steam > go to settings > Download > Download Region

Kinda sad because there isn't a lot of people playing in Australia. Hard to get any join requests right now. Japan is similar timezone to Australia which is great. So I change to Japan download region.... BUT Now, ♥♥♥♥♥♥.. I need to learn Japanese and heaps of Kanji because game language needs to be in Japanese otherwise there will be no lobby search results.

That is true
Back on switch a friend of mine couldn't join my lobbies unless I set it to "any language"
He played the game with German text and I with English text while both had Japanese voice
Now on pc we face the same "problem"

A lot of people set the language to any, I myself have my download region set to Tokyo and there are a lot of lobbies I find every time of the day where I can join
A lot of the times the Japanese people even talk English with me and ask what quests to do etc (I'm pretty sure it's not other people that changed their download region because all their auto shout-outs and stickers are Japanese)

There's a TON of US sub-regions though, which ones are best? I currently have Los Angeles, been nice so far, but is there a more populated one? Miami perhaps?

Are they that much splitted? Not just nationwise?

It's not a hard region lock, it just prefers people that are near your region, so for example for us east any location there should be okay
