Considering the fortune owl is a very small benefit (near useless in multiplayer especially), I don't really mind. They show up often enough, it helps to learn that they can spawn in specific locations and just visit those whenever you're near them.
If you're just hunting them to get pictures for an achievement, just keep playing the game and remember to pull out your camera when you find one eventually. The game encourages you to multitask like this, trying to force something RNG related is always going to end up annoying

I think I once saw a guide about the birds at some point in the guide section. I just cannot find it anymore. I usually see a lucky creature in every game session. So while they are rare, they are not that rare. You just need to visit their spawning locations since people tend to miss them when going straight for the hunt target.

I know some modders are really nice and awesome to play with.
But there are also some questionable individuals who will demand actual money which is not a fair amount in the slightest. Especially for something like this which is basically more or less an edit of one single line of code, if I assume it right based on what I have been taught.
I rather like to recommend to you to play with a fixed hunting party. It was no exaggeration when I wrote I see lucky creatures every session. And those session usually varies between 2-3 hours. During that 2-3 hours with many hunts, it is quite common to see at least one creature once per hour. It is just as I wrote: knowing where they spawn makes it easier to catch them. Easiest is at Shrine Ruins since they often rest at the gate between the flooded areas.
