I own world on ps4 but I am interested in rise. How is the online community? I also heard it can played single player with ai Ally’s. Is that true? Cause 20 usd for the game and dlc seems pretty good

23eur for world+dlc. You can get it for 13eur just buying a key for ICeborne master edition that contains base+ dlc.

Online seems kind of meh atm from what I've heard mainly due to region lock and most people doing anomaly endgame investigations.
Use the "unlock region mod" to see if you can find people.
As for the AI, you'll unlock them once you get to a certain point in Sunbreak.
