Tried looking online and all i get is damned annoying videos of some stupid ♥♥♥♥♥ who REALLY like the sound of their own voices and all they do is drone on and on and on and don't even provide the info

No idea, I opened it after killing Almother, but it probably opened before that. At any rate: just keep playing the game and it will unlock at some point, it's probably tied to story progression somehow.
