Go to steam, settings/parameters, downloads and there you can delete the download cache, i hope it helps
- Run as admin
- Clear cache
- Increased firewall exceptions
- Uninstall/installed to same SSD
- Installed to different SSD
- Re-installed Steam
No fix for me.
Tried running as admin, clearing download cache, verifying files, uninstalling/reinstalling the game, firewall permissions, even snooped around the source files looking for the issue.
Just got the game so no mods are installed.
I did a clean reboot of Windows 10 using msconfig.exe; Disabling all startup programs (except for my graphics card and steam). That seemed to fix the game for me.
My guess as to why is: If you have any remote workplace software, it may be preventing the game from launching because it assumes the new DRM is malicious.

This is a Microsoft website and the reboot settings (if followed correctly) are totally safe. Depending how many programs are forcing their way into launching on startup, your pc may even run better after you disable all the non-essentials.
