How to obtain upgrades for royal order weapons so I can make their layered versions?

I want to craft a specific layered weapon but for that I need the max upgrade of said weapon unlocked. I know that follower quests unlock royal order weapons but what about their upgrades? I can't find any specific helpful info on this on the internet. Which quests unlock the specific upgrades? I only saw that they unlock either followers or armor afterwards but found nothing about upgrades.

Keep progressing both the main story quests AND the follower quests.
Talk with anyone who has a speech bubble indicated on the map, this includes Kamura Village as well as Elgado.
In Kamura are:
Fugen
Minoto
Hinoa
Utsushi
And Rondine

For Elgado, it should be:
Fiorayne
Luchika
Galleus
Arlow
And Jae

I already did all the quests available tied to the specific follower for the weapon but for some reason it won't show up. I'm also far above the required rank.
This new follower system is just a bit confusing. Yet another new addition this series didn't need... -.-

Nothing you posted in the original post said about WHERE you are in the game nor WHAT you've done.

If youre looking for the final upgrade, Google "Royal Weapons Ugrade Tree", easy, is it not Mr. "I'm not a dumbass who has been playing since MHFU"?

Like, bruh, EVERYONE should know about Kiranico...

I dont recall it require specific event or quest to unlock the upgrade for it myself,
but the upgrade itself require afflicted materials.
