With the maidens, they give some things up front and expose other things as the story goes on. Even gameplay related things about them and other villagers. I think Chichae does talk about the other characters, too so I'm probably giving the maidens too much credit here. But the major separating factor is that the maidens have an important role in the story that literally involves them, which is more than can be said for Chichae.
Chichae even says early on that she would've tried to become a Hunter. I think that would've been cooler. I'm still more invested in Yomogi or whoever that dango girl is. They were telling a story about her behind everything (even when you go to Elgado) and that's also more than I can recall is even being done for Chichae, which says a lot.
