Are you farming it from the correct hunter rank? It only drops from low rank nargacuga. Breaking its cutwings almost guarantees them.

Pretty much all the people who claimed something similar did hunt the monster in the wrong hunt rank.

wow
O O F.
With how your response(s) went, you hunted the wrong rank, yeah?
I know that feeling well when my dumb ass hunted Nargi for like 2 hours and didn't realize Cutwings were LR and not HR.

Reading hard: too many words and numbers, take too long time.
Me want take big sword and go bonk monster sooner, not hunt books in library like DUMB NERD.

Basically, any time you don't automatically know what rank the part you need is from or what you need to do to get it, just open the in-game notes and read up on the monster's Tinder bio and swipe right to learn about its parts and where to find them.
It's also a good idea in general as you may need to capture it or smash the monster enough to break specific parts.

If you have a lack of parts from a monster you fight a good bit, there's a good chance the part is found in a rank you haven't fought that monster in often.
Magnamalo Scute/Scute+ are the bane of my existence.
You can also make a guess on the rank needed pretty often by just looking at the rarity of the weapon you want to make/upgrade is.
Another way is if the material has a '+' at the end of its name, which means that you'll be looking at High Rank/Master Rank for them.
(Example being that Cutwings are Low Rank and Cutwing+s are Master Rank.)

Oh, another thing being that taking two Gathering Palicos will greatly speed up your resource gain, allowing you to have such a disgustingly large surplus of monster parts that Melding should never let you even come close to running out of the higher drop chance items.

TLDR; look at all the materials, the weapon/armor rarity, and then hunt accordingly
