Sunbreak is definitely worth to play. Especially if you enjoyed the base game, Monster Hunter Rise as it is. The expansion adds new maps, new monsters, but more important some new mechanics which make the game more enjoyable for a longer term. Also there are steadily still new updates for the game with new content, which you need Sunbreak for to access.
If you liked Monster Hunter Rise without the expansion, you will love the game with the expansion. For a full Monster Hunter Rise experience, having the Sunbreak expansion is a must.
EVEN if you don't enjoy the base MHR, Sunbreak is definitely worth it. It fixes so many issues with the base game and adds more. It converts many people (including me) who initially hated Rise into loving it.
If you decide to ignore Sunbreak just because you don't enjoy base Rise, you are missing alot.
But yes the DLC is pretty good.
But to the eyes of the exclusive MHW fanboys, this has become a defect point for Rise and calling it "Arcadey" garbage.
