The game was a switch exclusive...
But if you mean the biggest playerbase for progression and Coop, it would have to be PS4/5 and PC Windows/Gamepass/Xbox. Though smaller playerbase, there are more current active userbase because the game just launched. Of course their number will be dwarfed when compared to Switch's and Steam's upon a big Title Update. So it all depends on how you view "will have the biggest community" question.
I'd choose PC any day of the week over the Switch version for numerous reasons.
Like others have said, modding potential can do quite a lot if you're into doing so.
There's also just the ability to use any PC to download and play Rise, which is, I assume, a lot easier than finding another PS5 to play it on.
That being said, a lot of Switch and PC users might be swapping over to consoles to play with the newbies while the ones who only have the consoles are just starting their saves, so I can't really say for sure until Capcom sends out a statement saying how many players were reached on each system.
