compiling shaders every time
yes, my shader cache is set to unlimited size
yes, i checked file integrity
yes, my drivers are up to date

anyone found a solution that isn't these?

You missing to say anything about your OS, running conditions and storage partitions.
Therefore, start with those.

This thing was hounding me ever since Sunbreak came out only to stop after the most recent patch. There is pretty much no rhyme or reason for this issue to occur.

Off the top of my head, it sounds like the app doesn't have security permissions to write to whatever path the shader cache is supposed to live in.

It's a known issue with rise. And IIRC it comes back after every patch.
