Nah, that is it not. Otherwise it is resolved already.
My buddy is a big souls fan. He wants attacks on the shoulder buttons. I want my attacks on A and X, dodge on B, and more. Can't do it. Not without third party tools anyway.
It's pretty ignorant to leave out this feature. Might even be an accessibility issue for some people.
What are you talking about? You got linked a guide which tells you exactly how to do that.
Are you trying to demonstrate ignorance or reading disability?
These guides are about switching A and B and X and Y. That's it. That's not the issue. You also need outside tools to do this, which is part of the problem.

Click "controller Layout"
Then a new window should pop out.
Click "Edit Layout"
Then you can your layout bottom. As you can see I change x bottom to "right Stick click"

The unnecessary aggressiveness is preventing you from receiving the information you seek.
Plug in your controller, right click Monster Hunter Rise in your Steam library > Manage > Controller Layout. You can also get here by clicking the gear icon or 3 dots button on the game in your library. Then follow the images FrozenFruit laid out for you above which shows the menu where you can rebind all controls, set up macros, enable gyro if your controller supports it, etc.. This may seem redundant, but I felt it might be necessary to thoroughly extrapolate exactly how to reach this menu as Controller Layout might be hidden if the Steam window isn't large enough.
Every single game you play through Steam can have its buttons changed through this menu. You can also set up button chords (press multiple buttons simultaneously), macros, and enable gyroscopic control if you have a Dualshock 4, Dualsense, or Switch Pro, etc..
Which, fun fact, the guide アンジェル linked you to shows the pre-update UI for the *exact same controller layout system* that FrozenFruit linked to, above. They both just showed you how to reach the same place to do the *exact* same thing, except instead of swapping A and B, you're swapping X to RB. Those are the same menu with different interfaces (the new UI was released in the last couple of months- it's the Steam Deck version of the system!). That's why アンジェル was acting incredulous; they didn't believe you couldn't understand what they showed you (which, fair, you needed it more spelled out. It happens to all of us, and is nothing to be ashamed about).
It's understandable if you didn't know this was a thing, but thanks to how Steam operates, this is by no means an accessibility issue because every single game on Steam has access to the Steam Input system. Just like the Nintendo Switch, for example, but Steam has *way more* options for this purpose, more than Nintendo, Sony, or Microsoft has put forth into their accessibility systems combined. Of course, you might consider this third party software, but for most of us it's a distinction without a difference seeing as you're going to be launching this game from Steam as you're on the Steam forums...
