You have to manually create an online lobby.
Iirc, by default when you log into the game, you're already in offline mode. To activate online mode, you need to explicitly visit the courier cats (Senri the Mailman, the cat standing on the red box at the center of the village) to find/create online lobbies or use join requests to instantly join public hunts in Gathering Hub so you don't need to worry about people randomly joining your hunts. As long as you don't touch the "Play Online" option at the couriers and create Hub hunts without join requests, you're totally solo. Village quests are solo-only too.
It's pretty simple. I think (not 100% sure) that you can still send join requests on quests you host even if you're not in an online lobby, so it's not "true" offline mode, but don't quote me on that. For all intents and purposes, being outside of a lobby is functionally offline / singleplayer mode, though.
