Don't worry about HR that much anyway, all you need to play everything is HR8. To HOST everything you need HR100, though.
I recently unlocked HR 40, when I was HR 30 (The previous cap for me) and immediately rose to HR40 since I spent a lot of time messing around and grinding. This also happened exactly the same previously when I was HR20 and unlocked HR30, immediately rising to the new cap.
After HR8? Yes
Source: I have done all available quests (apart from some harder events) before HR unlock. Many of them I did multiple times (for practice or mats). Still, when my HR unlocked, I stayed HR 8.

Old thread, still valid answer. I kept the link since the question appears from time to time again.
On a side note: due to how fast you accumulate HR points later on, you lose out on circa 12 HR ranks if you decide to do all other side quests first before moving on. That is because the HR points you can get from the quests on those ranks are really that low. Probably even less than 12. It really only matters when you start "farming" for materials at a capped HR. But 12 HR ranks equals circa 4-6 endgame Rampage quests. Or: one hour of playtime to catch up on the HR you missing out.
Considering that and the fact that Sunbreak is around the corner, and you will eventually cap put HR at 999 if you keep playing, this discussion is probably equally meaningful like discussing whether a cup is half full or half empty while free refill is available.
How will you feel when you reach the final cap and it does not matter anymore? Will you stop playing because you reached HR999 and all your HR experience points beyond that get wasted?
I was actually looking for an old thread but didn't have much luck finding some conclusive answer at first.
It essentially boils down to beating the core game first before making significant progress towards levelling up. But I'm glad to hear that it doesn't even make much of a difference!
On the Nintendo Switch there was a two weeks gap, if I recall it right, before HR20 cap got removed. So I played two weeks with "experience wasted". But then again: after HR100 you do not unlock anything, and I have also seen plenty of players who are no better than HR4 players, despite they had HR100+ on their guild card.
The only thing where the HR matters to me is getting the personal achievement of HR999. But best is not to aim for that, instead focus on enjoying yourself playing. Otherwise I would be doing Rampage over and over again since PC release and still have not reached that but spoiled my fun.
