it's not if you synced to steam cloud,have you checked your setting whether you have turned off the sync?
yeah that's the case then,remmeber to enable it otherwise every game in your steam will get their save files deleted,steam cloud will store every save file and keeping it safe,be sure to enable to prevent lost files
To add on to this, steam cloud is NOT meant to be a save storage and back up, its for syncing saves across devices. Always manually back up your save folders.

MHR save file is tied to Steam Account ID and it's encrypted.
If you see the files but are unable to load it in game, it's quite possibly that the problem is account (or account switching) related.
I have tested that. That assumption is incorrect.
Look for something like this as Phil wrote ~ there you find your local save games and you can check if you can restore them.
C:\Program Files (x86)\Steam\userdata\10116866\1446780\
If you are unsure share a screenshot of the .bin files. That is, unless you have overwritten them already with making new characters.
