Agnaktor is just a knock-off gravios and we've already got the other substitute gravios. Mon Hun has one fire/rock lizard design (at least unless you're counting Magmudron) and when you have more than one the the repetition really shows.
Between Uroktor and some of the level design, such as the lowish ceilings in the lava caverns, it feels obvious that they tried to get Agnaktor in, couldn’t get him to work, and scrapped him last second. Magmadron and his heating up mechanic even feel like a quickly made replacement on top of it.
Besides... Zamtrios is the gateway for the return of Tigerstripe Zamtrios... which, IMHO, is probably one of the most creative subspecies made for the series.
... What exactly is Naknak supposed to have in common with Gravios? I mean besides nothing. One is a magma-swimming Leviathan that has to be hit when its shell is heated... and the other is just a fat rock monster that rolls about. Gravios is just older Basarios, so if anything is a knock-off of anything, it would be one of those for the other (though I'm not sure which came first). Frankly though, Gravios has more in common with Volvidon than Agnaktor.
Then of course there is Akantor... who is definitely closer to Naknak in more than just name, but gets justified by being huge.
This statement was about Lagiacrus, but Akantor has the same body shape, so I assume the same issues apply to then.
They did say they want to bring the monsters back eventually, but it probably won't be in Rise.
