The only way to do it is by changing your windows display resolution to 4k.
Directx 12 games don't do VSR/DSR without doing that unless they're specifically coded to have a dedicated full screen mode that supports it.
Rise does not.
Best you can do with Rise is go into the Display settings and turn rendering resolution up to 150% and hope that your PC can handle it - it looks really good at 150%.
Go to your game installation folder, usually "\steamapps\common\MonsterHunterRise"
Right-click MonsterHunterRise.exe -> Properties -> Compatibility -> Change High DPI Settings -> Check both boxes for Program DPI and High DPI scaling override.
Enjoy playing at the 4k resolution of your choice.
Probably better off finding one of the tools to change the resolution scaling beyond the 150% in the menu on nexusmods.
Yeah it certainly doesn't play well with some programs, however this particular compatibility change would only affect the MHR executable it's being applied to.
It worked for me, personally, so I recommend at least trying it to see if it helps.
Solution: Right click the game in steam > Properties > Launch Options > type this exactly as I type it with "xxxx" being your resolution; "-w" is the width, "-h" is the height:
-w (xxxx) -h (xxxx)
For example, I typed:
-w (2560) -h (1080)
