Asus has an infamous background tool pre installed with their mainboard computers which caused often such issues.
What background games do you have running? If it might be the infamous background tool, I would try to uninstall or turn that off first.

If I recall it right it was called "GameFirst VI" a while ago.
Make sure to keep trying, as we are not sure yet where the origin of the issue is. It might be as well a Steam server issue all along and from one day to another it suddenly worked.
I am not sure where you are located, but mainland China had once a super rare issue which was resolved after two days. But the others who had the same issue did not tell where they are located either, I am just derivating from your writings in that regards.

Even right now I can tell that at least the community servers of Steam have constantly issues. But it is not just Steam, as other big networks are affected more often as well if you can believe cloudflare. I really do not know what may be the cause. Solar flares which leads to apocalypse destruction of Terra, or war related geo political blocking - heard of nothing alike so far ~
