If the fix was that easy, people wouldn't still be having the problem. That's probably why you got the clown.
I need to test it again, but one thing I can remember trying, is making sure Steam is active on the same monitor I want the game to launch with, when launching the game. This worked once, but it may have just been an instance of not having restarted my PC since the last session, and I forgot.
