It's still true here. Bow works great for elemental because elemental is a flat damage number applied per hit, and bow can get out a lot of hits easily. Inversely, that's why elements don't work so good for greatsword: it takes so long to swing around that the same flat elemental number is procced much less often.

All other weapons: Elemental is pretty nice bonus
Bow: I am become death destroyer of worlds.

The majority of bow's damage in Rise is raw, but element is still a very nice bonus.

End game bow meta is basically prioritizing Mighty Bow Feather first and foremost (highest charge level is the most important skill, period), then Stamina skills like Constitution and Stamina Surge. Then Normal/Pierce/Spread Up for 20% more damage, Weakness Exploit and other critical/attack boost skills, then a few points in the respective element attack (I usually do 2-3 with Rampage Bows).

For quality of life, you can fit in Reload Speed 2 which will automatically load your coatings when you switch, Flinch Free 1 so as to not stumble in multiplayer, and stuff like that. I also like using 1-2 Evade Extender, which I find invaluable when using Dodge Bolt instead of Charging Sidestep.

Obviously if you're in a matchup where Weakness Exploit can't trigger (Valstrax, for example, is a pain in the ass to get all arrows to hit weak spots), use Peak Performance over it, or something else like Attack Boost if you can fit it.

Am I understanding this right that the rampage weapons get element later?

Rampage bows you can customize including what element is on them and what shot type they have.

Rampage weapons in general are badass, though not necessarily meta. Where else can I get a paralysis lance that does decent damage? Certainly not the Volvi lance. >.>

Rampage weapons are okay depending on the type.

If memory serves, the SnS is straight up worse than most other options.

The Rampage Bows are basically the best bows of each element for Rapid shot type. Other weapons don't necessarily have that level of homogeneity at end game, though the Ibushi Bow with Dragon Boost IV is competitive as a side grade (it's only better by 1 damage point if you fit all 5 Dragon Attack on it. So if you use Reload Speed 2 and Dragon Attack 3, Rampage is actually better).

Pierce is a little different, because you use Rampage for Water, Thunder, Dragon, Araknatorch for fire, and Daora's Sagittarii for ice with Kushala Daora's Soul ramp up.

Spread Bows are sizably different, if that's your taste, because you have Valstrax Bow and Chameleos Bow, and then Rampage for the rest. I prefer Rapid shots, but different players like different things.

Bow really, really likes Rampage in this game. The last couple of games have had Bow solidly pigeonholed with certain weapons (Kulve in base World, then Safi in Iceborne, then Kulve again in Iceborne later on), and Rise is no different lol.
