cultural exchange quest wont unlock
I have completed the 3star urgent village quest "monkey wrench in your plans" (hunt a bishaten) But the cultural exchange quest wont unlock. Rondine wont give me the quest :(

Anyone know what i might be missing to unlock this quest? I'm HR19 now and want to get my submarine farming going.
