I can't remember ever seeing a game with unlocked gameplay framerate but locked cutscene framerate not get torched by player feedback. It's very poor.
Someone released a mod to fix this. But it's not working for anyone. It probably worked for the creator though, so let's hope he fixes it and releases a working one.
Most games on console, sure. But on pc, only bad ports have locked framerate if they aren't prerendered.
It's not just a little wonky, playing these mo-caps at 90+ fps result in comically high speed scenes that run by in a split second. Third party companies are usually hired to work on the cutscenes, including actors and actresses that might not be available to re-do everything multiple times for 60-90-120 and 144 fps target playback.
Well... as you see, somebody made a mod for it for free in the first day. It may not be working for others and needs to get refined. But it worked for him. Which clearly speaks of the sheer lazyness involved in this case from Capcom.
That's... not how it works, unless the cutscenes are pre-rendered. Which they are not, they are constructed in-engine (clearly, since they respect your gear and character customization). Also, you apparently haven't heard of in-between frames.
To play devil's advocate for you, there is an extreme outdated technique of syncing animations to framerate which will get broken. But
1. It's clearly not done for this game, since someone already successfully modded their game to get around this
2. It still has nothing to do with mo-cap.
My monitor is Gsync (acer predator xb271hu, so specs not an issue) and it's still very noticeable. Even if the 30fps weren't there, the lower resolution and jaggies are jarring.
As a sidenote, reshade greatly helped with that. But i've seen a couple posts here about people having issues with it. Still, those are still facts for the base-game.
