It certainly plays with the language set to either MH-language or Japanese.
It is a really weird voice, and I was surprised they included it in this one too since it was kinda conspicuous in World.
I think that link should work right. You can hear it playing inbetween the Diablos struggling noises from 7:25.
In any case, it is much clearer if you make a point of listening out for it in-game... Like just trap a Diablos and stop to listen. It really is creepy.
No. Black Diablos are all female Diablos in heat. Regular ones can be either gender.
For that matter, Black Diablos in World had the same noise when paralysed.
I need to do more testing with Apex Diablos and Paralysis to see if it does the same.
I mentioned it a few times in a few places (including Reddit) for World... but it just got ignored. Nobody said anything. I guess it got buried and they never saw.
It is definitely a voice though. It sounds completely unlike any of the monster noises and doesn't fit in at all.
On second thought, let's not dig deeper lest we reveal a terrible secret... Don't look up what devil means in Italian...
