if talking about save scumming then nothing can be done about that
They haven't done that since tri.
I imagine it's the same idea as people modding in the armor they want, etc. so they don't have to put in any effort to obtain anything.
Seriously now, not wanting people coming in and one-hit-killing monsters is one thing, but having some hate-on for other players who have completely legit gear procured by non-legit means is utterly pointless. It makes no difference whatsoever to anything.
as long as the equipment itself is legal, I don't see any problem with it. someone who modded in their endgame set from the start is no more or less impactful on my hunts than someone who ground out their endgame set over a week
now, if the equipment in question has been modded to give +100000 attack, then yeah, that kind of cheater should be banned from multiplayer...
