The dps meter is a good QoL change imo, it lets you know how well you can keep up with other people using different weapon type or same weapon.
Also Reshade has AMD FidelityFX option which further increases the level of details on textures in MHR. It's a night and day difference between unmodded and modded MHR with Reshade.
If you're good at the game, you'll get depressed by seeing how little everybody else contributes besides you...
If you're bad at the game, you'll get depressed by seeing how little you do in comparison with everybody else...

Using them myself, both got an update after the recent game update
For anyone that used both before the update and having their game crash after applying the update there is a file in the old version of rise tweaks that you have to manually delete when installing the new version
Being able to mod is one of the best benefits about playing games on PC. There's nothing to sigh about just because you don't want to use mods.
dont get me wrong, im using risetweaks myself because i want higher resolution scaling and uncapped fps in cutscenes but the way you talk about graphics you seem to be thinking port means remake which is just stoopid
and no, there are lots of pc players that enjoy the game like it is so dont say "the standards of what pc gamers want" since actual players only want good gameplay, movie guys want something to look pretty, so either say "movie fans want dem pretty graphics in their cgi movie/walking simulator" or "i want pretty graphics" but pls dont act like everyone that plays games on pc wants pretty graphics since thats simply not true (and a simple look at how successful indiegames are on pc shows this), rise is a fine port (except for capped fps in cutscenes)

But in terms of using it as an "end user" yes, it is like strackers loader, meaning you just drop it into the gamefolder and forget about it until an update drops at which point you maybe have to update, only difference in that regard is that reframework has an overlay similar to reshade which opens automatically when starting the game
There's no point worrying about it. People will do what they find funnest.
