1) You're in an area you cannot use the trap
2) you already placed a trap
Agreed.
You can destroy a trap by going over it confirm to destroy the trap. That allows you to set another of the same kind. You can use a pitfall trap and a shock trap at the same time. But not 2x shock traps e.g.
I'm on flat dry ground (actually tried it in two different dry ground areas) and I have not laid a trap. *sigh* I'll just keep trying.
It is usually 1 per kind per huntress/hunter. The Palico's trap should not account for the matter.
Do you have the issue with the EZ trap or the normal traps?

It can always be a bug. While I would doubt that for the Nintendo Switch version, I would not outrule it for the PC version.
In doubt: when you do the quest I am assuming you are doing, check the supply chest for the EZ trap and try it right in front of it or with a different monster. If it works well and you still have issues trapping your target monster, then it must have a different reason than wrong handling.
That is also under the assumption that the game's files integrity is okay and no mods are in play.
