Had an issue where my frames would drop during hunts a few days back to around what you're describing, I did a few things to fix it.
The biggest thing was forcing the game to recompile shaders. You can do this by going to \Steam\steamapps\shadercache\1446780 and deleting all the folders, then go to \Steam\steamapps\common\MonsterHunterRise and delete the "shader.cache2" file.
Restart steam, verify the game's file integrity, and next time you boot up it will recompile the shaders. Other than that, turn off overlays like Discord and the Xbox Game Bar. Even on high end rigs game bar causes stuttering issues. Making an exception for Rise in your antivirus is also a good step to take.

If I try to push it to 150% resolution, I start seeing 45FPS like the OP mentioned. Shadows on High causes some hangups as well.
There is a fair likelihood that your game MIGHT be bypassing your GTX card Onishi, go into your Nvid panel and make sure the game is pointed towards using your GTX, not the onboard Ryzen stuff.
If that still dont work, try running the game at 1600x900 resolution, your system SHOULD technically be able to handle the game at 60FPS or close, so long as your RAM isn't incredibly discount-quality.
