Is poison still worthless in high rank?
I remember poison damage being negligible in World high rank/Master rank. Is that still the case here? I ask because the Chameleos switch axe looks interesting with it's unique ramp up but if poison is still trash I don't see much point crafting it

14 damage per tick the last time I saw it in high rank arena... yeah, pretty much questionable to use.

It's not bad but also not worth losing raw for, and poison weapon choices in Rise lean towards the lower end of raw.
Also Chameleos Soul is a meme aswell, it gives you very miniscule effects and they are chosen at random, so you could get the HP regen without needing it and then have to wait out the Soul's cooldown of one minute.

If you have a poison toad or you get a poison kunai from a chest, by all means use them up, but I wouldn't actively build into poison for any reason other than a "just for fun" build.

They ramped the weapon and skill damage too high while left item, status damage unchanged. So yeah, 10 damage per tick poison and 150 from megabarel bombs vs weapons doing 100+ dps is not exactly a tough choice.

For certain weapons it's a nice bit of extra damage. I like the Chameleos GS. Good raw, slots and white sharpness. so the poison is nice. I wouldn't build around it, but it's nice. Poison also builds up even when a monster is poisoned, which is another plus. For the Emergency Magnomalo (which isn't on PC yet), I used that poison GS with some Kushala armor for health recovery and that made an extremely difficult hunt a bit easier.

Poison damage should either be increase a bit, or scalable somehow, or they could give it other side effects, maybe Deal exhaust damage, make the monster a bit weaker or slower?

It scales with monster/quest
At least in world it did

As a rule of thumb. The longer a fight last, the better poison is.
its good for gunlance since it does potato damage

Poison was always worthless as far as I recall, it's just a small bit of additional damage. Plus some niche interactions with monster, for example Kushala.

Poison as an effect is lame as ever, but the Narga SA is incredibly strong because of the other properties that come with being a poison phial - like charging amped state in a couple attacks, no Heavy Slam, SWB spam, or Focus necessary

There are two reason why poison is irrelevant:
1. The damage does not scale with the bloated monster HP of current game.
2. It's mostly on crappy weapons with bad raw stats.

It also does not scale with all monsters in World/Iceborne, but only to certain exceptions like Safijiva.

Not true. Poison is not irrelevant.

The main takeaway here is that poison is a nice bit of extra damage but you shouldn't build around it, unless you just want to have fun with it. If you find a weapon with good raw damage that also has poison (Chameleos GS, Narga SA)- great! Do you have a couple extra 1 slots in your build? Add some poison decos and give your buddies a Chameleos weapon, grab some toads and poison bombs too. If the hunt is taking a long time (>15 min), Poison might be a good addition.

You're right, 'poison ailment' itself is still something worth inflicting if you have an easy access, like poison ammo/toad/knives. However ditching a weapon with good raw/elemental/ammo just to get poison is a bad idea.

if a weapon happens to have poison incidentally, great - but poison ammo/coatings are a generally time-inefficient thing outside of rampage status subquests. poison is nice to apply when a monster is wasting your time otherwise and there's no chance you'd be able to hit a good hitzone, most prominently basarios which has a significant weakness to poison and only allows you to deal damage after it's heated up, but the better you're playing the less value you'll get out of poison, since you can't exactly reapply it while it's already ticking down
