Edit: Ok I just googled. I think you are on the wrong forum as it seems its only for Monster Hunter World. Also the game calls out part breaks, it doesn't seem like a cheat tool.
No, it's available for Monster Hunter Rise as well. Tried it today and it works.
It shows the health of the parts, the total monster health, has ailment/stun/rage gauges and monster stamina.
Oh.. and allows for rich presence display in discord.

I mean....if you've been playing for a while you can literally get a feel for when it's about to happen. I do it consistently when I'm in groups with people. You can just watch how much something is getting hit and tell within a couple minutes of error when it's about to break or cut. It's not that big of a deal. Also as people have said, the vanilla game gives break callouts, just like world did. Put down the pitchfork and enjoy your game.

it's not like we were standing around that had when he said horn broke for like 45 seconds there was like 5 Seconds between call out and break consistently
now if you want to see your some kind of solo speedrunners and you know when the parts are going to break just because you done it so many times now then yes
but when you're in a multiplayer game with various levels of skill and gear you're telling me he was watching every single damage number in knowing when the horn is going to break with enough with in a 5 Sec margin
I feel like at this point I'm going to have to go with shadowplay on full-time
