What are you running it on? It does have certain required specs. Include the operating system because certain operating are more complex then others.(I'm running it on linux mint 20 with with a quad core i5, 12gigs of ddr4 ram and a nvidia geforce gtx 1650/intel hybrid for example.) The more specific you are the the more likely someone will be able to help you. Why the operatinng system matters not all game are native, as such you can run into emulation bugs. Also their are both known bugs and fixs specific versions of operating systems for certain games even if your running windows or mac. I'll give you example of one reason for instant crashes I have multiple game that run perfectly fine on my internal hard drives, but on my external hard drives they crash instantly when I try to load them up. and this is even with a usb-c ssd. That is because for some reason it ain't installing proton on these drives or proton isnt pointing to a different drive for these games depending on the way I wanted to set it up. It's an easy fix for me, but if I didn't specify the game location or operating system and went asking for help they wouldn't have a clue. So be specific as possible within reason.

The simplest way to aquire most of this kind information within steam is click the help button then drop to system information click it and it will all be there.

Its not the game Crashing, my whole Pc is Shutting down if i try to start it

Might be an over heating issue or hard drive issue, or could be many other problems. I don't have windows 10, but if you whole pc is shutting down. I don't think it's the game.
The reason I don't have windows 10 is it's a resource hog. I went as light possible that way I have more rss, for my games. My pc boots up in 2 mins versus 10 to 15 mins with windows 10. Both your processor ram and graphic card are better mine. And the game runs beautifully for me. Is it a laptop or desktop? Laptops are more likely to overheat but can occur in desktops to if the ventilation is poor or the cooling system is not set up the right way. Are you getting any kind error message before or after it crashes? Any other higher end games causing the same issues? Games like skyrim, or need speed, horizon zero dawn, Finalfantasy 12, 13, or 15, really any openworld games with decent graphics games.

It's going to be very difficult for anyone here to be able to help, because it sounds like you have a more general problem, since your whole system is crashing and not just the game itself. There's something on your system's end that's messed up, whether its hardware or operating system related. This game is triggering something that's already there, and it's likely other software would do the same in the right (wrong) situations. You'd be better off looking for help from someone you know that can diagnose your PC, or at the very least, a more general source of help for Windows and hardware than a game forum.

People can give suggestions here, but there are better places for that, because there's hundreds of potential causes. I work on PCs and do my own technical support, so I don't really know the best places for you to seek help online, but in person would be best if you know someone.

I hope it gets sorted out.
