Well, if you did any amount of basic research (like reading here the steam forum) you would have learned that it still is in very active development. The current alpha is already leagues ahead of where stable is, and stable is already more than worth the money.
But it IS also being worked on. You can even play the updated version, it's just really rough around the edges with UI bugs, instructions that could be clearer, and in some cases even difficulty to get it running on your machine. It's a dev build, this is to be expected.
What the update adds is the simulation running a lot faster, the programming functionality being more customizable, and levels that guide you closer to modern a more advanced CPU. Minus the changes to the programming interface you could already do anything it adds, just without the game instructing you to do so. There's people who implemented crazy advanced (to me at least) 32 bit computers with floating point numbers and stuff in the base game already, they just make your computer chug like you're playing a modern Capcom game.
